i) grumbullimin dhe analizimin e të dhënave për performancën e diplomuar dhe universitetet, lëshimin e dokumentacionit të besueshëm, të vazhdueshëm dhe të azhurnuar për vlerësimin e sistemit të arsimit të lartë në mbështetje të procesit të reformës në vazhdim;
ii) lehtësimin e bashkëpunimit ndërmjet institucioneve të arsimit të lartë dhe botës së biznesit (shërbimet online të bazuara në TI janë zhvilluar dhe vënë në dispozicion të të diplomuarve, stafit dhe firmave universitare);
iii) lehtësimin e vendosjes së të diplomuarve në tregun e punës

Erasmus + Curriculum Development for European Master in Political Science (EUROPS)
Erasmus + KA2 for Capacity Building in Higher Education
Erasmus + is a European Union (EU) program that financially supports a range of activities in the fields of Education, Training, Youth and Sports for the period 2014-2020. Erasmus + builds on the experience and success of previous EU education programs (Tempus, Erasmus Mundus, Alfa, Edulink etc) and supports international exchanges of students, academic and administrative staff, the circulation of best practices among educational institutions and strengthening the links between education and the labor market. The program is prepared by the European Commission and implemented by the Executive Agency for Education, Media and Culture (EACEA) in Brussels, National Agencies (NA) set up in each Program Country and Erasmus National Offices in Partner Countries such as Albania.
The Erasmus + project: “The development of the European Master in Political Science (Europs) curriculum” led by the University of Salzburg – Department of Political Science and Sociology, aims to develop a MA degree in Political Science accredited by all partners included in the project. The project lasts for two years beginning October 2015 and the European University of Tirana plays the role of leader of the work package 10 – Dissemination.
EuroPS has built a joint master degree in Political Science between the European Union and Western Balkans universities. The project consortium has launched a call for applications for students for the academic year 2017-2018. The program is already known as PoSIG, the Joint Master in Political Science – Integration and Governance. PoSIG offers the opportunity for Albanian students to add value to their studies with a master of European standards, which prepares them for the future challenges of the labor market and Europeanization of the country.
Accreditation of the Joint PoSIG masterclass was successfully carried out at the European level by the Austrian Agency for Quality Assurance and Accreditation. Thus PoSIG provides a study program that combines the best experiences of partners from the European Union and the Western Balkans and according to European higher education standards.

Title: “Populist Political Communication in Europe: Comprehending the Challenge of Mediated Political Populism for Democratic Politics”
Chair of the Action: Prof Toril AALBERG, Norwegian University of Science and Technology, Norway
This Action brings together researchers to investigate populist political communication and its impact on democratic political life across Europe. This is necessary not only in light of recent populist backlashes in many democracies against governments and political and economic developments, but also in respect to changes in national media and communication systems. In order to comprehend this poorly understood aspect of contemporary political communication this Action will examine three interconnected but distinct aspects of populist political communication: First, populist political communicators and their strategies. Second, the media and populist discourses and frames. Third, citizen’s engagement with populist political messages and the effect of these messages.
This Action will provide a thorough critical review of existing knowledge, much improved research co-ordination, widen co-operation between scholars, bridge gaps in existing knowledge and strengthen dialogue with various societal stakeholders, benefiting media organizations, NGOs and policy actors as well as the wider scientific community.

Title: “Professionalization and Social Impact of European Political Science”
Action Chair: Prof. Giliberto Capano, University of Bologna
ProSEPS – The main aim and objective of PROSEPS is to develop an innovative assessment of the state and the perspectives of Political Science in Europe. At first, the Action will focus on developing a common framework for the understanding of the professionalization of Political Science, discussing and promoting a set of measurements regarding the academic centrality and the effectiveness of the work of political scientists. Moreover, a comparative framework for assessing the social impact of “knowledge” of Political Science will be assessed and tested, in order to understand whether, and in what way, Political Science is employed at national level, and thus to understand the opportunities that political scientists currently seem to have to improve the impact of their work, and to contribute to the real process of policy making.
The Action is intended to serve as a vehicle for the development of an in-depth, innovative assessment of the state of European Political Science, from both a professional and an applied perspective. Accordingly, the following goals ought to be pursued:
a) a reflection on the recent evolution (at least the past 20 years) of the academic subject of Political Science;
b) a broad report on two specific aspects of the professionalization of the subject: the notion of mobility within and across national borders and that of internationalization.
c) a broad analysis of the social impact of Political Science within policy-making processes at both national and supranational levels.

Title: “Advancing effective institutional models towards cohesive teaching, learning, research and writing development”
This Action addresses the challenge of creating synergy among the increasingly more specialised and centralised supports for four key higher education activities – research, writing, teaching and learning – which frequently fail to capitalise on their shared territories and common ground. In many institutions, central support for these four areas continues to grow, repeatedly in a reactive rather than strategic manner, in the form of sometimes overlapping programmes or activities, centres, institutes and other units.
This Action addresses the dearth of professional conversations and research around the shared territory of support for, and development of, these four areas. Such dialogue and research, across units and institutions, will illuminate intersections and contribute to institutional transformation based on complementary, coherent and integrated provision.
This Action will address the identified challenge by:
-classifying, as ‘frontier taxonomies’, the common ground in terms of shared purposes, processes, knowledge, values and skills among centralized institutional supports for research, writing, teaching and learning in order to capitalise on their synergies;
-offering the most advantageous models and practices for supporting these four areas that are mindful of the availability of new technologies and assessments and that prompt a reworking of current institutional supports which will be valuable and far-reaching.

Title: “European Network for Research Evaluation in the Social Sciences and the Humanities”
“European Network for Research Evaluation in the Social Sciences and the Humanities” is a COST Action, starting in April 2016 and ending in April 2020. Proposed by a group of some 20 researchers from 16 countries, it currently brings together more than 125 participants from 36 countries.
ENRESSH aims to propose clear best practices in the field of SSH research evaluation. The Action brings together numerous experts, such as researchers in evaluation studies, policy makers and members of evaluation units, as well as researchers from SSH disciplines. Its approach is based on the comparison and the cross fertilisation of strands of work dedicated to SSH research evaluation, currently under development in different parts of Europe, seeking to avoid unnecessary duplication and to upscale results.
The challenge of the action is to enable the Social Sciences and Humanities to better demonstrate their true place in academia and the society. To do so, the Action proposes to bring together different strands of works consecrated to SSH research evaluation, currently under development in different parts of Europe, in order to gain momentum, to exchange best practices and results, and to avoid unnecessary duplication. Its main aims, deeply interrelated are:

Title: “New Exploratory Phase in Research on East European Cultures of Dissent”
Action Chair Dr Maciej Maryl, Institute of Literary Research of the Polish Academy of Sciences
Resistance and dissent in former socialist Europe 1945-1989 constitutes a remarkable chapter of Europe’s recent past, which not only informs in a decisive way the identities of post-socialist societies, but has also reshaped the continent as a whole and still provides an important reference for contemporary social movements worldwide.
The proposers of this Action believe that, after a period of growth and consolidation, this field of study and the respective domain of cultural heritage have stalled and fell short of its true significance.
The main aim of the Action is to trigger the next discovery phase of this legacy through forging a new, reflexive approach and providing a platform for incubating networked, transnational, multidisciplinary and technology-conscious research with creative dissemination capacities.
The Action will create a valuable interface for communication between three communities of practice: researchers and archivists, art and cultural heritage curators and IT experts with humanities and social sciences expertise in order for future research to be technologically advanced and better disseminated.

E- Viva aims at the creation of a blended learning approach to facilitate and validate competence developments related to service orientation in rather informal learning contexts in higher education institutes and workplace learning contexts. It will contribute to evidencing those competences that are of fundamental importance in the service economy and that are acquired to a large extent in non-formalized learning contexts. With its approach to combine Higher education and professional practice, e-VIVA will contribute to an improved transparency of the acquired competences in a transnational comparative approach. Nevertheless, it will provide learning and validation opportunities in highly contextualized and individualized learning settings. With this it will also open new learning pathways and eventually also lead to a better matching of learning contents and individual learning styles (preferences).

Developing Research and Innovation Capacities in Albania and Kosovo – DRIVE
The general objective of this project is to contribute in the development of the research and innovation capacities of HEIs in Albania and Kosovo by enhancing their institutional capabilities, staff skills and networking.
Specifically, the project intends to:
- Enhance the teachers’ capacities and their methodologies so that they effectively equip the students (graduate level and beyond) with the skills to conduct independent research.
- Enhance the mentors’ capacities to effectively guide the students in their research activity.
- Enhance the research capacities of the academic and managerial staff through study visits and tailored trainings.
- Strengthen the managerial capacities for research activities and innovation in institutional level by setting or strengthening dedicated research and innovation support structures (RISS).
- Promote research excellence and innovation by developing a network that eases the interdisciplinarity and cooperation among local and international actors.
These objectives have been designed to directly address the needs identified in the proposal, namely:
- The need to improve the HEIs capacities for research and innovation.
- The need to foster the links and cooperation among the actors in the innovation ecosystem.
Respectively the first need corresponds to the specific objectives 1-4 which consist in developing the capacities for research of the target groups within the higher education institutions, whereas the specific objective 5 corresponds to the identified need to strengthen the cooperation among the higher education institutions as such with other entities such as businesses and local and international partners.
The objectives also serve as a basis to identify the target groups that require capacity building actions. Therefore, the set of activities that contribute to capacity development such as trainings, study visits, new structures, development of guidelines, etc. are grouped into work-packages that focus respectively on the identified target groups within the institution. While in response to the second need, a network among researchers, institutions and other actors will be established at country and regional level.
Not only the careful alignment among the project objectives, target groups and project activities, but also the direct access the implementing HEIs have on their staff and the dedicated time and resources they are allocating to the project, make for a high feasibility of the project objectives.

‘Data Literacy at the interface of higher education and business – DATALIT’
co-funded by Erasmus + Knowledge of Alliances
Nowadays data literacy is widely considered a critical skill to have in the 21st century. It can be defined as the ability to read, work with, analyze, and argue with data, in order to derive meaningful information and knowledge. Employees with data literacy skills have become highly valuable in today’s economy and labor market: more than ever before, employers demand some degree of data literacy from all employees, regardless of the professional role. Since data are used in a multitude of domains, data literacy is today an essential skill also for professionals like journalists, policy makers, etc. It is also a powerful enabler of civic engagement, as it empowers individuals and communities to keep governments transparent and accountable, tackle local issues, and navigate their own data ecosystems.
The project DATALIT aims at:
- offering to university students across different Faculties, the opportunity to reach a suitable level of data knowledge that they can use and apply appropriately and diversely throughout their personal and professional lives,
- Narrowing the gap between business and academia and putting EU enterprises in direct contact with potential future employees or business partners properly trained to exploit data effectively
To meet this challenge, DATALIT will develop and pilot an approach based on a long- term partnership of academia, business and educational partners. After an in-depth research phase, aimed at identifying best practices and experiences of data literacy inclusion in EU higher education and to better understand the needs and expectations of the target groups (students, HE professionals, employers), the partners will define a common understanding of data literacy as competence and design a syllabus to orient the creation of data courses. In parallel, the partners will develop a digital learning environment to integrate the class- based courses and a sound validation and certification system connected to the EQF, ECTS and EUROPASS systems. The outputs developed will be piloted by the Universities involved and by students that will have the opportunity to apply their data skills through internship experiences in EU enterprises.

Threads crossing the warp – CROSSWARP
The main objective of the project is a process of apprenticeship and collaboration on the traditional art of weaving. The project develops itself in depth (education, inclusion of people with intellectual disabilities, production) and in breadth (dissemination, creation of educational and productive points in five European countries and an open to everyone, digital platform with educational material). It connects the past with the future by attempting to revive a traditional art in the modern world and to design social cooperative enterprises that will create jobs for people with intellectual disabilities and other vulnerable groups of people from the typical population. A second aim is to provide the material and the expertise to people who wish to lead training weaving workshops.
More specifically the project aims to:
- To ensure the maintenance of weaving workshops in vocational training centers and set up new ones.
- The development of manuals for (a) the trainers and (b) the trainees with intellectual disabilities.
- Improve the inclusion of people with intellectual disabilities by giving the chance to local communities to attend in inclusive weaving seminars.
- Create job positions related to the field of weaving.
The project aims to contribute to the revival of traditional Weaving Art, an art that is in danger of being forgotten, as the weaving process has been mechanized, the hand loom has been replaced by the weaving machine. The revival of the hand-held loom thus, has a wider reference to intangible cultural heritage. At the same time, it has a great educational value due to its potential for the development of fine and thin motor skills, attention, concentration and psychosocial development, especially for people with mental disabilities.
The methodology of the project is based on the balance between the theoretical and the practical training as well as the management of traditional techniques in modern times. Since weaving by its nature requires synergies of different specialties (qualities), which complement each other, the project will attempt to be developed through the principles of collaboration through craft. Finally, it will be governed by the principles of inclusion, giving space to the coexistence of different groups of the population (general population, disabled people, elderly people, immigrants from countries with tradition in the subject, etc.).
In terms of impact, the CROSSWARP project aims to strengthen the creation of loom workshops in the Vocational Training Centers in the participating countries at first (across Europe thereafter) by offering integrated training tools. As far as longer-term benefits are concerned, the project will highlight training in weaving as a field for the development of social cooperative enterprises in the context of the promotion of KALO, which can ensure employment for people from vulnerable social groups.

The Canadian Institute of Technology and the European University of Tirana have initiated the establishment of COORP – a platflorm online and offline for research. This initiative was supported by PERFORM, a project funded by the Swiss Agency for Development and Cooperation. The meeting was chaired by Blerjana Bino, UET and Fabjan Lashi, CIT who discussed with the participants on the development of this platform.
The overall objective of the project is to assist in the networking and integration of the Albanian academic community with the international community of scientific researchers and to efficiently respond to calls for research grants. COORP has two dimensions, offline for capacity development and the online dimension.
The initiative comes in light of the new reform in the field of higher education in Albania. Many academics welcomed this innovative platform, as we are a step towards the dampening of the classical division between public and private universities in Albania. Partners from public universities are: Faculty of Economics-University of Tirana, Aleksander Moisiu University – Durrës, Aleksander Xhuvani University – Elbasan; Fan S. Noli University – Korça; Luigj Gurakuqi University – Shkodra. Partners from private universities are: CIT, UET, EPOKA, Polis University, SHLUJ Marin Barleti, Luarasi University, New York University of Tirana. In addition, participants were also representatives from think tanks and research centers in Albania.

European Social Survey (ESS)
ESS is an academically driven cross-national survey that has been conducted across Europe since its establishment in 2001. Every two years, face-to-face interviews are conducted with newly selected, cross-sectional-samples.
The survey measures the attitudes, beliefs and behavior patterns of diverse populations in more than thirty nations. In the framework of its internationalization strategy, the European University of Tirana aims at bringing closer to the academic environment in Albania the most important and valuable European best practices such as the ESS, which contributes to increase the performance and impact of social science research to socio-economic and political reforms in Albania.
European Social Survey (HSE) is strongly supported by interviews that collect data. Without skilled interviewers and research professionals like HSE cannot be successful. The HSE collects information on people’s attitudes, beliefs, and behaviors in many European countries. This research takes place every two years to measure longevity or change in time. The Trends Covered in the ESS Questionnaire include participation in society, religious and political beliefs, and – specifically for the 9th rounding – the time of doing things in life, as well as the themes of justice and interdependence. This broad HSE theme can be seen as a strong point that allows you to adapt the presentation you make to the interviewees by mentioning different topics that you think may be of interest. Also, since most of the questions are about people’s attitudes, it is not necessary for respondents to read documents or browse data and so on. There are no correct or wrong answers to the questions asked at the HSE.
ESS in Albania is supported by Perform, a project of Swiss Agency for Development and Cooperation (#SDC), implemented by Helvetas & Université de Fribourg – Universität Freiburg.
ESS round 9 in Albania is implemented by UET in cooperation with Instituti i Statistikave (#INSTAT), Albania & Mr. Alban Nelaj, National Coordinator.

TECHNICAL ASSISTANCE – FOR MUNICIPAL COUNCILS
The project tackles the need to increase the effectiveness of the newly elected municipal council at municipal level. The new law on Territory Reform, adopted in 2015, brings in important changes as well as critical challenges. Among them, strengthening the role of municipal councils as monitory entities to help municipality to perform better vis-à-vis their mandate as well as establishing sustainable ties among elected people and citizens to whom they serve, stand out at the core of new functions and competencies.
The enactment of the Territorial and Administrative Reform (TAR), which reduced the number of LGUs from 373 to 61, provides the opportunity to enhance the technical and administrative capacity of local governments while also increasing their size and complexity. A vital aspect of this process will be to develop effective decentralization policies that enable Albania’s 61 municipalities to adequately perform their responsibilities and better serve their citizens.

Pilot In-Company Mentors’ Training for Mentors in Vlora / Skills for Jobs
Skills for Jobs is a project of the Swiss Agency for Development and Cooperation (SDC) that is implemented by Swisscontact as part of the Economic Development Domain of the Swiss Cooperation Strategy for Albania (2014-2017). The project facilitates the development of quality Vocational Education and Training (VET) offers by supporting VET providers in offering labour market integration facilities with string networks with employers and including dual approaches and new ways of learning. Currently S4J partner providers have established collaboration with more than 300 businesses offering apprenticeship. While there is a list of criteria to be fulfilled by the hosting business, no official assessment of the In-Company Trainer is performed. Furthermore, an urgent need for developing mentoring skills of the In-Company Trainers has risen during interviews with all stakeholders. The In-Company Trainer qualification program enables the companies to carry out professional training programs and to raise the service quality of the companies. The aim of this collaboration between Swisscontact and UET was to pilot the training course program for 15 in-company trainers in Vlora region through an intensive 4-week training program.

The quality of teaching has been raised as one of the most important issues in Albania, especially during the last few years when the number of private universities has increased. It is difficult to find the solution to this matter through reforms. Two of the biggest problems are related to the lack of transparency in student evaluations and the low quality of teaching / textual modules. The CleanScore project will address these two issues.
CleanScore is a special project, not only because of its ambitious goals, but also because of the nature of its development. CleanScore aims to establish a new way of evaluating and reporting for each exam that students conducts, as well as the use of new textbooks for specific subjects. CleanScore is a digital evaluation center aimed at transparency in student evaluation as well as improving the quality of teaching by replacing current texts with up-to-date versions of international publications.
This project is funded by AADF, a non-profit corporation governed by the Board of Trustees, which operates entirely in Albania. The mission of the foundation is to facilitate the development of a stable private sector economy and the creation of a democratic society in Albania. It also aims to contribute to the stability of South East Europe.

Title: “From Sharing to Caring: Examining Socio-Technical Aspects of the Collaborative Economy”
Chair: Dr Gabriela AVRAM, University of Limerick, Ireland
The terms “Sharing Economy” or “Collaborative Economy” have been commonly used in recent years to refer to a proliferation of initiatives, business models and forms of work. The main objective of this action is to develop a European network of actors (including scholars, practitioners, communities and policy makers) focusing on the development of collaborative economy models and platforms and on social and technological implications of the collaborative economy through a practice-focused approach.
The specific aims of the proposal are:
(i) To develop a deeper understanding of the collaborative economy phenomenon in all its aspects;
(ii) To discuss and critique elements of the current discourse on the collaborative economy;
(iii) To formulate a European research agenda for the socio-technical aspects of the collaborative economy;
(iv) To articulate a European research perspective on the collaborative economy, based on EU values of social innovation. The Action will produce online resources including publications offering a comprehensive view of the current European collaborative economy and socio-technical and policy recommendations for the future.

Accordingly, the following goals ought to be pursued:
a) a reflection on the recent evolution (at least the past 20 years) of the academic subject of Political Science;
b) a broad report on two specific aspects of the professionalization of the subject: the notion of mobility within and across national borders and that of internationalization.
c) a broad analysis of the social impact of Political Science within policy-making processes at both national and supranational levels.

-classifying, as ‘frontier taxonomies’, the common ground in terms of shared purposes, processes, knowledge, values and skills among centralized institutional supports for research, writing, teaching and learning in order to capitalise on their synergies;

– to improve evaluation procedures in order to take into account the diversity and research;
– to make a robust case for the ways in which the SSH add value to the society;
– to help SSH scholars better their research agenda and overcome fragmentation.

Një nga objektivat kryesorë të Programit Jean Monnet është promovimi i mësimdhënies dhe kërkimit shkencor mbi Integrimin Europian brenda disiplinave të ndryshme. Kjo arrihet nëpërmjet krijimit të :
– Jean Monnet Chairs;
– Qendrave të Ekselencës;

MIGRATUP
Territorial and Urban Potentials Connected to Migration and Refugee Flows
The scope of the project is to contribute in raising knowledge on the territorial impact of migration and refugee flows in the Adriatic-Ionian and Danube macro-regions in order to take these aspects into account in the framework of the EUSAIR and EUSDR strategy and the ETC programmes.
This project is the first one specifically devoted to the analysis of the implications for territorial cohesion deriving from the refugee “crisis” that peaked in 2015. The area investigated by this project, the Adriatic-Ionian and Danube macro-regions, provide a comprehensive geographical scope to analyse and assess the impacts of migration and refugee flows, since it includes altogether countries of arrival, transit and destination of these flows. The geographies encompassed by the project include also the countries traversed by the “Balkan Route”, what became known as the main gateway to Europe for hundred thousand migrants and asylum seekers – and the path along which some of the most dramatic events took place.
The main outcome is a comprehensive overview of the recent migration and refugee flows in the Adriatic-Ionian and Danube macro-regions from a qualitative and quantitative point of view looking at the main driving forces affecting the geographical distribution of the migrants. In addition, the territorial impacts of migration are investigated seeking to explain how migration affect the current socioeconomic challenges and possibly provide opportunities as well. The policy recommendations are focused on how different territories can overcome challenges of unpredictable and large scale inflows, manage integration and enhance the potentials in their endeavors to cope with the current migration and refugee inflows within their strategic policy and development objectives.
