Political Communication in Hybrid Media Systems: A Luxembourg Political Focus

Abstract
This article explores the structural and cultural transformation of political communication in Luxembourg within contemporary hybrid media systems. These systems are characterized by the complex coexistence, interdependence, and systemic clash between legacy journalism, proprietary digital platforms, algorithmic content curation, and networked citizen participation. Drawing on contemporary debates regarding social media logic, programmatic political advertising, data-driven microtargeting, and digital citizenship, this study analyzes how Luxembourg’s political institutions, parties, journalistic elites, and shifting demographics interact within a rapidly evolving communication ecosystem. The study highlights how global social media platforms have altered localized patterns of political participation, campaigning strategies, and public discourse, while simultaneously introducing distinct systemic challenges related to misinformation, algorithmic amplification, and structural digital inequalities. Crucially, the article examines Luxembourg’s highly distinct multilingual and multicultural communication environment, emphasizing how cross-border media flows and local linguistic dynamics intersect within hybrid architectures to shape contemporary political identity and democratic engagement. Through a qualitative, multi-method analysis of recent national political campaigns, digital participation metrics, and European regulatory developments (such as the GDPR and the Digital Services Act), this paper argues that Luxembourg represents a critical, highly valuable case study for understanding how small European democracies navigate the delicate equilibrium between digital innovation, sovereign cultural identity, and democratic accountability.
