The Unfinished Reform: Rethinking Local Governance in Albania<\/em><\/strong><\/h4>

Jus & Justicia invites scholars, researchers, legal experts, political scientists, policymakers, and practitioners to submit original manuscripts for an upcoming special issue dedicated to Local Government Reform in Albania.<\/p>

Local governance stands at the core of democratic accountability, service delivery, and citizen participation. More than thirty years after the democratic transition and over a decade after the 2015 territorial-administrative reform, Albania continues to confront structural, financial, and institutional challenges in strengthening effective local government.<\/p>

In the context of European Union integration, digital transformation, and increasing public demand for transparency, the reform of local governance remains a crucial dimension of Albania\u2019s democratic consolidation.<\/p>

This special issue aims to stimulate rigorous academic debate and evidence-based policy analysis on the evolution, implementation, and future direction of local government reform in Albania.<\/p>

This special issue aims to provide a multidisciplinary reflection on the transformation processes that have shaped the Albanian state, society, and identity since the early 1990s. In an era marked by rapid technological advancements, shifting geopolitical landscapes, and unprecedented global challenges, national security concerns are no longer limited to traditional military threats. Today’s security environment demands a broader understanding of the multifaceted risks posed by both state and non-state actors, as well as by emerging domains such as cyber warfare, environmental degradation, and global health crises.<\/p>

This issue, dedicated to new threats to national security, aims to bring together innovative research that critically examines the emerging dimensions of national security and offers fresh insights into policy implications. Contributors are encouraged to address how governments, international organizations, and civil society can respond to these evolving threats. The issue seeks to explore not only the direct challenges posed to state stability, governance, and sovereignty but also the indirect factors\u2014such as corruption, organized crime, and disinformation\u2014that can erode national resilience. As the world becomes increasingly interconnected, there is a pressing need for interdisciplinary perspectives that merge insights from law, international relations, technology, environmental science, and public health. By fostering a dialogue on these pressing issues, this special edition of Jus and Justicia hopes to contribute to the development of comprehensive strategies that safeguard national security in an increasingly volatile global landscape.<\/p>\n
