N\u00eb seanc\u00ebn plenare q\u00eb u zhvillua dit\u00ebn e enjte, 29 prill n\u00eb ambientet e UET-s\u00eb me t\u00eb pranish\u00ebm pedagog\u00eb, k\u00ebrkues shkencor\u00eb e student\u00eb, ishte i ftuar kryesor Guvernatori i Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb Gent Sejko, i cili foli p\u00ebr sfidat q\u00eb ka hasur sistemi bankar n\u00eb Shqip\u00ebri gjat\u00eb pandemis\u00eb dhe masat e marra nga Banka e Shqip\u00ebris\u00eb, p\u00ebr t\u00eb mos lejuar rr\u00ebnimin ekonomik individual dhe t\u00eb bizneseve. Po ashtu, kjo seanc\u00eb pati edhe tre referime t\u00eb tjera nga presidenti i UET-s\u00eb, Prof. Asoc. Dr. Selami Xhepa, P\u00ebrgjegj\u00ebsja e Departamentit t\u00eb Menaxhimit dhe Marketingut n\u00eb UET, Prof. Asoc. Dr. Arlinda Ymeraj dhe Drejtori i Burimeve Njer\u00ebzore t\u00eb Deloitte p\u00ebr Kosov\u00ebn, Roden Pajaj.<\/p>\n<div align=\"center\"><\/div>\n<p>Konferenca u drejtua nga z\u00ebvend\u00ebs rektorja p\u00ebr Procesin M\u00ebsimor dhe K\u00ebrkimin Shkencor n\u00eb UET, Prof. Dr. Drita Kruja, e cila nd\u00ebr t\u00eb tjera theksoi arsyen pse n\u00eb DSSH VIII \u00ebsht\u00eb zgjedhur t\u00eb trajtohet pandemia, duke u rikthyer tashm\u00eb n\u00eb nj\u00eb realitet t\u00eb ri, q\u00eb i v\u00eb gjith\u00eb aktor\u00ebt shoq\u00ebror\u00eb n\u00eb k\u00ebrkim t\u00eb sfidave dhe mund\u00ebsive t\u00eb reja.<\/p>\n<div align=\"center\"><\/div>\n<p>\u201c<em>Covid-19 ka transformuar jet\u00ebn njer\u00ebzore, si identitetin profesional, ekonomin\u00eb, pun\u00ebn dhe organizimin e familjes, menaxhimin e arsimit t\u00eb f\u00ebmij\u00ebve, si dhe sjelljen e organizatave dhe qeverive, duke imponuar nj\u00eb rishikim rr\u00ebnj\u00ebsor t\u00eb strategjive, strukturave, politikave dhe praktikave tradicionale. \u2018Normaliteti i ri\u2019 \u00ebsht\u00eb nj\u00eb nga temat e ndjeshme q\u00eb prek jo vet\u00ebm opinionin publik dhe politikat, por edhe bot\u00ebn akademike, e cila gjithnj\u00eb q\u00ebndron n\u00eb vij\u00ebn e par\u00eb p\u00ebr t\u00eb ofruar studime dhe analiza, rezultate konkrete e praktike, t\u00eb cilat m\u00eb pas iu vijn\u00eb n\u00eb ndihm\u00eb politikb\u00ebr\u00ebsve dhe zhvillimit ekonomik dhe social. T\u00eb pes\u00eb panelet paraqit\u00ebn analizimin e ngjarjeve, proceseve, fenomeneve, t\u00eb fokusuar p\u00ebrmes 5 prizmave, p\u00ebrkat\u00ebsisht: Modeli i ri ekonomik n\u00eb Shqip\u00ebri; Shteti dhe e drejta n\u00eb transformim; Roli i individit n\u00eb zhvillimin e shoq\u00ebris\u00eb shqiptare; Impakti i inovacionit n\u00eb industri e sh\u00ebrbime; Sfidat dhe e ardhmja n\u00eb fushat mjek\u00ebsore.<\/p>\n<p>M\u00eb posht\u00eb, sjellim t\u00eb p\u00ebrmbledhur fjal\u00ebn e Guvernatorit t\u00eb BSH-s\u00eb dhe 3 referatet e mbajtura, ku nd\u00ebr t\u00eb tjera nuk mungoi debati, hedhja e k\u00ebndv\u00ebshtrimeve t\u00eb reja, n\u00ebp\u00ebrmjet optikave q\u00eb dikton pandemia dhe \u2018realiteti i ri\u2019.<\/p>\n<p><strong>Guvernatori i BSH, Sejko: Sfidat e institucioneve n\u00eb kuad\u00ebr t\u00eb evoluimit dhe inovacionit<\/strong><\/p>\n<p>Guvenrantori i Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb, Gent Sejko falenderoi UET p\u00ebr tem\u00ebn e p\u00ebrzgjedhur, teksa e cil\u00ebsoi k\u00ebt\u00eb universitet si nj\u00eb vat\u00ebr dije, q\u00eb pozicionohet \u201c<em>n\u00eb qend\u00ebr t\u00eb edukimit, t\u00eb diskursit akademik dhe t\u00eb nxitjes s\u00eb inovacionit\u201d.<\/em><\/p>\n<p>Sipas tij, politik\u00ebb\u00ebr\u00ebsit, akademik\u00ebt dhe operator\u00ebt e sektorit privat jan\u00eb t\u00eb vet\u00ebdijsh\u00ebm p\u00ebr realitetin e ri q\u00eb i pret, i cili bashk\u00eb me t\u00eb panjohurat sjell nj\u00eb s\u00ebr\u00eb pik\u00ebpyetjesh, mbi m\u00ebnyr\u00ebn sesi do t\u00eb operohet n\u00eb k\u00ebt\u00eb normalitet t\u00eb ri. Teksa paraqiti opinion e Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb mbi ndikimin e pandemis\u00eb, Sejko shpjegoi se masat kufizuese t\u00eb nd\u00ebrmarra p\u00ebr mbrojtjen e sh\u00ebndetit publik shkaktuan nj\u00eb kriz\u00eb t\u00eb paprecedent\u00eb ekonomike n\u00eb vend dhe bot\u00eb.<\/p>\n<p>\u201c<em>N\u00eb Shqip\u00ebri rritja e pasiguris\u00eb dhe kufizimi i detyruar i l\u00ebvizjes s\u00eb mallrave, sh\u00ebrbimeve dhe njer\u00ebzve, rezultoi n\u00eb kontraktimin e ekonomis\u00eb, pra n\u00eb r\u00ebnien e GDP-s\u00eb prej 3% dhe n\u00eb humbjen e mbi 40 mij\u00eb t\u00eb vendeve t\u00eb pun\u00ebs gjat\u00eb viti 2020. P\u00ebrtej k\u00ebsaj, pandemia u shoq\u00ebrua me probleme ekonomike, n\u00eb nivelin mikro dhe makro, dhe testoi q\u00ebndrueshm\u00ebrin\u00eb e fondamenteve t\u00eb ekonomis\u00eb dhe shoq\u00ebris\u00eb shqiptare\u201d,<\/em>\u00a0sqaroi ai.<\/p>\n<p>K\u00ebshtu q\u00eb nd\u00ebrhyrja e institucioneve dhe marrja e masave ishte emergjente, ku pas nuk mbeti as Banka e Shqip\u00ebris\u00eb, e cila nd\u00ebrhyri me nj\u00eb paket\u00eb masash monetare dhe financiare, q\u00eb synonin jo vet\u00ebm kufizimin e ndikimeve afatshkurtra t\u00eb pandemis\u00eb, por edhe ruajtjen e kapaciteteve prodhuese dhe t\u00eb stabilitetit ekonomik dhe financiar t\u00eb vendit<\/p>\n<p><em>\u201cUl\u00ebm norm\u00ebn baz\u00eb t\u00eb interesit n\u00eb nivelin 0.5%, q\u00eb \u00ebsht\u00eb niveli m\u00eb i ul\u00ebt, minimal, historik dhe krijuam kushtet e favorshme operacionale p\u00ebr t\u00eb furnizuar tregun bankar me likuiditet t\u00eb mjaftuesh\u00ebm. Krijuam leht\u00ebsi t\u00eb nevojshme rregullatore dhe udh\u00ebzuam bankat tregtare t\u00eb ndihmojn\u00eb bizneset apo individ\u00ebt q\u00eb p\u00ebrballen me v\u00ebshtir\u00ebsi, n\u00ebp\u00ebrmjet ofrimit t\u00eb nj\u00eb monatoriumi afatshkurt\u00ebr, pra shtyrjes n\u00eb koh\u00eb t\u00eb k\u00ebsteve t\u00eb kredis\u00eb dhe n\u00ebp\u00ebrmjet ristrukturimit t\u00eb kredive, aty ku ishte e nevojshme p\u00ebr ata klient\u00eb q\u00eb ishin t\u00eb prekur m\u00eb shum\u00eb nga pandemia.\u00a0 Ne hoq\u00ebm p\u00ebrkoh\u00ebsisht komisionet e aplikuara nga bankat p\u00ebr p\u00ebrdorimin e platformave t\u00eb pagesave elektronike dhe tarifat p\u00ebr pjes\u00ebmarr\u00ebsit n\u00eb pagesat e brendshme q\u00eb menaxhohen nga BSH. Pezulluam shp\u00ebrndarjen e fitimit nga bankat e nivelit t\u00eb dyt\u00eb p\u00ebr vitin 2020 p\u00ebr t\u00eb mund\u00ebsuar rritjen e mjaftueshm\u00ebris\u00eb s\u00eb kapitalit p\u00ebr bankat\u201d,<\/em>\u00a0tha Sejko, duke sqaruar se k\u00ebto politika stimuluese ul\u00ebn rrezikun afatshkurt\u00ebr, por normalja e re k\u00ebrkon adaptim n\u00eb sektorin privat dhe nj\u00eb rikonceptim t\u00eb paradigmave t\u00eb qeverisjes instuticionale. Cilat jan\u00eb sfidat e s\u00eb ardhmes?<\/p>\n<p><em>\u201cRritja e barrierave n\u00eb tregtin\u00eb nd\u00ebrkomb\u00ebtare, plakja e popullsis\u00eb, emigrimi, frenimi i inovacionit, ngrohja globale dhe rritja e pabarazis\u00eb dhe tensionet sociale n\u00eb rritje, jan\u00eb probleme dhe sfida aktuale globale, e jo vet\u00ebm n\u00eb Shqip\u00ebri. N\u00eb p\u00ebrgjigje t\u00eb tyre, autoritetet publike, duhet t\u00eb angazhohen pa humbur koh\u00eb n\u00eb reforma t\u00eb koordinuara strukturore, t\u00eb cilat adresojn\u00eb nd\u00ebr t\u00eb tjera nxitjen e inovacionit dhe rialokimin e burimeve midis sektor\u00ebve t\u00eb ekonomis\u00eb, tregtin\u00eb e lir\u00eb, q\u00ebndrueshm\u00ebrin\u00eb e sistemit t\u00eb pensioneve dhe gjithashtu ruajtjen e konsensusit social.<\/em><\/p>\n<p><em>P\u00ebr m\u00eb tej, nj\u00eb nomrale e re, do t\u00eb k\u00ebrkoj\u00eb nj\u00eb koordinim t\u00eb kujdessh\u00ebm t\u00eb politikave publike n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb arrihet nj\u00eb balanc\u00eb optimal mes rritjes dhe stabilitetit ekonomik, monetar dhe financiar.\u00a0 Kriza globale dhe pandemia soll\u00ebn n\u00eb v\u00ebmendje rolin e paz\u00ebvend\u00ebsuesh\u00ebm q\u00eb ka politika fiskale, si instrument i stabilizimit t\u00eb ekonomis\u00eb dhe zbutjes s\u00eb krizave. Ky m\u00ebsim pritet t\u00eb mbetet relevant, edhe n\u00eb afatin e mes\u00ebm dhe t\u00eb gjat\u00eb, duke i hapur rrug\u00eb nj\u00eb roli m\u00eb aktiv t\u00eb politik\u00ebs fiskale n\u00eb t\u00eb ardhmen.<\/em><\/p>\n<p><em>N\u00eb fush\u00ebn e bankingut qendror, normalja e re do t\u00eb vijoj\u00eb t\u00eb karakterizohet nga nj\u00eb kurb\u00eb Philipsi e sheshuar, ku pagat, pun\u00ebsimi apo rritjet ekonomike, do t\u00eb vijojn\u00eb t\u00eb ken\u00eb nj\u00eb lidhje t\u00eb dob\u00ebt me inflacionin. Sfidat n\u00eb ruajtjen e stabilitetit t\u00eb \u00e7mimeve do t\u00eb vijojn\u00eb t\u00eb pranishme n\u00eb t\u00eb ardhmen afatshkurt\u00ebr dhe afatmes\u00ebm. Kjo dikton nevoj\u00ebn p\u00ebr p\u00ebrmir\u00ebsimin e mekanizmit t\u00eb transmetimit t\u00eb politik\u00ebs monetare, duke e b\u00ebr\u00eb t\u00eb nevojsh\u00ebm eksplorimin e instrumenteve jokonvencional\u00eb t\u00eb politik\u00ebs monetare, si opsione t\u00eb mundshme, t\u00eb vlefshme, p\u00ebr administrimin e goditjeve n\u00eb t\u00eb ardhmen. T\u00eb gjitha k\u00ebto sfida e b\u00ebjn\u00eb t\u00eb nevojshme rritjen e fleksibiliteti t\u00eb institucioneve publike, p\u00ebr t\u2019i b\u00ebr\u00eb ato m\u00eb t\u00eb af\u00ebrta p\u00ebr t\u00eb evoluar, p\u00ebr t\u00eb p\u00ebrvet\u00ebsuar ndryshimet rreth tyre dhe p\u00ebr t\u00eb nxitur inovacionin<\/em>\u201d, n\u00ebnvizoi Sejko.<\/p>\n<p><strong>Presideni i UET, Xhepa: Deformimi i ekonomis\u00eb, shkaktari kryesor i produktivitetit t\u00eb ul\u00ebt<\/strong><\/p>\n<p>P\u00ebr presidentin e UET-s\u00eb Selami Xhepa, ky normalitet i ri ka prekur sektorin ekonomik q\u00eb me kriz\u00ebn globale t\u00eb vitit 2007 dhe ka sjell\u00eb nivelet e ul\u00ebta t\u00eb produktivitetit dhe ekonomis\u00eb dhe p\u00ebr pasoj\u00eb edhe t\u00eb rritjes ekonomike. Pandemia, sipas tij, i dha nj\u00eb dimension t\u00eb ri fjal\u00ebs normalitet, duke sjell\u00eb nevoj\u00ebn e ridimensionimit t\u00eb t\u00eb gjith\u00eb zhvillimit ekonomik e social, jo vet\u00ebm n\u00eb kontekst shqiptar, por edhe global.<\/p>\n<p><em>\u201cN\u00eb ve\u00e7anti n\u00eb sektorin e t\u00eb mirave publike, arsim dhe sh\u00ebndet\u00ebsi mendoj se marrin nj\u00eb kontekst t\u00eb ri dhe nj\u00eb p\u00ebrmbajtje t\u00eb re t\u00eb diktuar nga kushtet q\u00eb po p\u00ebrjeton njer\u00ebzimi p\u00ebr shkak t\u00eb pandemis\u00eb\u201d,<\/em>\u00a0tha Xhepa.<\/p>\n<p>Teksa trajtoi tem\u00ebn \u201cProduktiviteti: \u2018Growth by force\u2019 vs \u2018Smart growth\u201d, Xhepa e quajti nj\u00eb paradoks faktin q\u00eb nga nj\u00ebra an\u00eb ka nj\u00eb rritje t\u00eb fort\u00eb t\u00eb teknologjis\u00eb, por q\u00eb ky progres nuk gjendet n\u00eb statistikat e produktivitetit. Nd\u00ebrsa ekonomia shqiptare n\u00eb k\u00ebt\u00eb kontekst performon dob\u00ebt.<\/p>\n<p>\u201c<em>Pika kryesore e produktivitetit lidhet me inovacionin dhe teknologjin\u00eb. P\u00ebrmes inovacionit, sofistikimit t\u00eb biznesit, teknologjis\u00eb, \u00ebsht\u00eb atje ku gjenerohen fitimet dhe \u00ebsht\u00eb atje ku buron rritja ekonomike. Po p\u00ebrmend dy faktor\u00eb, kapaciteti p\u00ebr inovacionin i Shqip\u00ebris\u00eb dhe m\u00eb specifikisht, kultura dhe k\u00ebrkimi n\u00eb zhvillim, q\u00eb jan\u00eb dy burimet kryesore t\u00eb rritjes s\u00eb ekonomis\u00eb, Shqip\u00ebria performon jo mir\u00eb, dob\u00ebt. Nj\u00eb nga indikator\u00ebt e fundit, nd\u00ebrtuar nga profesor i Havardit, Richard Hoffman, q\u00eb ishte edhe k\u00ebshilltar i kryeministrit t\u00eb Shqip\u00ebris\u00eb, p\u00ebr politikat ekonomike. Ka nd\u00ebrtuar nj\u00eb indeks q\u00eb quhet indeksi i kompleksitetit. Ideja \u00ebsht\u00eb q\u00eb vendet q\u00eb kan\u00eb shkall\u00eb t\u00eb lart\u00eb sofistikimi prodhojn\u00eb edhe produkte t\u00eb sofistkuara, edhe b\u00ebn sens. \u00cbsht\u00eb treguar q\u00eb ky indeks shpjegon m\u00eb mir\u00eb sesa indekset e m\u00ebparshme t\u00eb nd\u00ebrtuar nga World Economic Forum. P\u00ebrs\u00ebri Shqip\u00ebria performon jo mir\u00eb, krahasuar edhe me vendet e tjera t\u00eb rajonit, q\u00eb do t\u00eb thot\u00eb se gjendja e ul\u00ebt n\u00eb Shqip\u00ebri lidhet edhe me gjendjen e ul\u00ebt t\u00eb konkurrueshm\u00ebris\u00eb s\u00eb ekonomis\u00eb s\u00eb vendit\u201d,<\/em>\u00a0sqaroi Xhepa.<\/p>\n<p>\u00c7far\u00eb po b\u00ebn Shqip\u00ebria p\u00ebr t\u00eb rinovuar stokun e teknologjis\u00eb? Teksa b\u00ebri nj\u00eb p\u00ebrmbledhje t\u00eb sektor\u00ebve q\u00eb jan\u00eb m\u00eb t\u00eb investuar dhe q\u00eb mbizot\u00ebrojn\u00eb ekonomin\u00eb shqiptare, Xhepa doli n\u00eb konkluzionin se shkaktari kryesor i produktiviteti t\u00eb ul\u00ebt n\u00eb Shqip\u00ebri \u00ebsht\u00eb deformimi i ekonomis\u00eb dhe m\u00eb pas niveli i ul\u00ebt i pagave.<\/p>\n<p><em>\u201cProblem kryesor q\u00eb rezulton \u00ebsht\u00eb deformimi i ekonomis\u00eb, q\u00eb \u00ebsht\u00eb shkaktari kryesor i produktiviteti t\u00eb ul\u00ebt, nj\u00eb konkluzion q\u00eb e nxjerr edhe raporti i CID, i cili thot\u00eb q\u00eb me k\u00ebt\u00eb struktur\u00eb prodhuese q\u00eb ka Shqip\u00ebria, \u00ebsht\u00eb e pamundur q\u00eb produktiviteti n\u00eb k\u00ebt\u00eb vend t\u00eb p\u00ebrmir\u00ebsohet. Shqip\u00ebria ka 18.4 % bujq\u00ebsi, nd\u00ebrkoh\u00eb q\u00eb Maqedonia e Veriut ka vet\u00ebm 7.2%. Industria p\u00ebrpunuese n\u00eb Shqip\u00ebri \u00ebsht\u00eb 6.15% nd\u00ebrkoh\u00eb q\u00eb \u00ebsht\u00eb 14 dhe 13 % n\u00eb Maqedonin\u00eb e Veriut dhe Serbi. Nd\u00ebrtimi, q\u00eb \u00ebsht\u00eb burim i rritjes ekonomike, por nga pik\u00ebpamja e produktiviteti dhe impaktit n\u00eb vler\u00ebn e shtuar, efekti i saj \u00ebsht\u00eb problematik.<\/em><\/p>\n<p><em>Nj\u00eb nga shkaqet e ul\u00ebta t\u00eb produktivitetit, \u00ebsht\u00eb edhe niveli i ul\u00ebt i pagave. Hap\u00ebsirat p\u00ebr rritje t\u00ebpagave jan\u00eb shum\u00eb t\u00eb larta n\u00eb shum\u00eb sektor\u00eb t\u00eb ekonomis\u00eb. Fakti q\u00eb politikat kompensuese t\u00eb pagave nuk kan\u00eb arritur q\u00eb t\u00eb p\u00ebrkthehen edhe n\u00eb rritje t\u00eb mir\u00ebqenies p\u00ebr pun\u00ebtor\u00ebt, \u00ebsht\u00eb ndoshta edhe nj\u00eb nga shkaqet pse e mban ekonomin\u00eb n\u00eb k\u00ebt\u00eb gjendje dhe pa rritje t\u00eb m\u00ebtejshme t\u00eb konkurrueshm\u00ebris\u00eb. Un\u00eb n\u00eb k\u00ebt\u00eb prezantim ngre vet\u00ebm pyetje, sepse p\u00ebrgjigjet duhet t\u2019i marrim p\u00ebrmes k\u00ebrkimeve t\u00eb m\u00ebtejshme. Sa i p\u00ebrket bizneseve t\u00eb marra n\u00eb studim, nevoj\u00eb urgjente del riaft\u00ebsimi i forc\u00ebs s\u00eb tyre t\u00eb pun\u00ebs, p\u00ebr t\u2019i b\u00ebr\u00eb ball\u00eb presioneve t\u00eb tregut dhe p\u00ebr zhvillimet e tregut q\u00eb po ndodhin.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kuad\u00ebr, Drejtori i Burimeve Njer\u00ebzore t\u00eb Deloitte, Roden Pajaj tha se sfidat p\u00ebr universitetet jan\u00eb nj\u00ebkoh\u00ebsisht edhe oportunitete p\u00ebr ta. Cfar\u00eb duan, \u00e7far\u00eb ndiejn\u00eb, \u00e7far\u00eb vler\u00ebsojn\u00eb nga gjith\u00eb jeta akademike n\u00eb nj\u00eb universitet t\u00eb caktuar dhe mbi baz\u00ebn e k\u00ebsaj t\u00eb nd\u00ebrtojm\u00eb gjith\u00eb? Ymeri tha se studimi \u00ebsht\u00eb p\u00ebrqendruar vet\u00ebm te aspekti ekonomik i vler\u00ebsimit t\u00eb barazis\u00eb n\u00eb akses dhe barazis\u00eb n\u00eb p\u00ebrdorim, duke p\u00ebrdorur t\u00eb dh\u00ebnat mbi shpenzimet publike, shpenzimet n\u00ebp\u00ebrmjet kontributeve dhe shpenzimet n\u00ebp\u00ebrmjet skemave private. Ky koeficient i solidaritetit social ekziston n\u00eb vendin ton\u00eb, sepse njer\u00ebzit paguajn\u00eb p\u00ebr vete dhe dy persona t\u00eb tjer\u00eb. \u00c7far\u00eb ndodh, kush p\u00ebrfiton? Dhe k\u00ebtu del pjesa se t\u00eb gjith\u00eb jemi t\u00eb paqart\u00eb. A vlen ky mundimi im? Shpenzimet p\u00ebr person jan\u00eb 39% e asaj q\u00eb paguan. \u00cbsht\u00eb normale q\u00eb nj\u00eb pjes\u00eb e pages\u00ebs t\u00eb shkoj\u00eb p\u00ebr t\u00eb tjer\u00ebt, por numri i mjek\u00ebve ka ndryshuar nga 2006 n\u00eb 2020, vet\u00ebm 5 mjek\u00eb p\u00ebr 1000 banor\u00eb.
