N\u00ebse n\u00eb SHBA, deri m\u00eb sot, n\u00eb m\u00eb pak se dy muaj, nga coronavirusi kan\u00eb humbur jet\u00ebn rreth 60 mij\u00eb amerikan\u00eb, shif\u00ebr kjo e barabarte me numrin e ushtar\u00ebve amerikane t\u00eb vrar\u00eb gjat\u00eb dhjet\u00eb viteve t\u00eb Luft\u00ebs n\u00eb Vietnam, kjo do t\u00eb thot\u00eb se pandemia COVID-19 \u00ebsht\u00eb v\u00ebrtet shum\u00eb serioze.<br \/>\nSi e gjith\u00eb bota, edhe ne, n\u00eb Shqip\u00ebri, u gjend\u00ebm t\u00eb pap\u00ebrgatitur p\u00ebrball\u00eb k\u00ebsaj pandemie, por, fatmir\u00ebsisht, fal\u00eb masave t\u00eb mara dhe nj\u00eb regjimi t\u00eb rrept\u00eb karantinimi, po e p\u00ebrballojm\u00eb me sukses at\u00eb. Sidoqoft\u00eb, pasojat e saj jan\u00eb e do t\u00eb vazhdojn\u00eb t\u00eb jen\u00eb shum\u00eb t\u00eb m\u00ebdha; ato do t\u00eb ndihen p\u00ebr nj\u00eb koh\u00eb relativisht t\u00eb gjat\u00eb, si n\u00eb \u00e7do fush\u00eb dhe aspekt t\u00eb jet\u00ebs, edhe n\u00eb arsimin e lart\u00eb. Kjo n\u00ebnkupton, madje e b\u00ebn t\u00eb domosdoshme, nj\u00eb analiz\u00eb kritike t\u00eb gjendjes s\u00eb arsimit universitar n\u00eb vendin ton\u00eb dhe nj\u00eb q\u00ebndrim vizionar p\u00ebr t\u00eb ardhmen e tij.<br \/>\nArsimi i lart\u00eb p\u00ebrballet e do t\u00eb vazhdoj\u00eb t\u00eb p\u00ebrballet me sfida shum\u00eb t\u00eb m\u00ebdha. K\u00ebto sfida nuk lind\u00ebn sot, p\u00ebr shkak t\u00eb pandemis\u00eb, por kan\u00eb qen\u00eb t\u00eb pranishme edhe m\u00eb par\u00eb. Sot ato jan\u00eb b\u00ebr\u00eb m\u00eb emergjente. Ne duhet ta shohim t\u00eb v\u00ebrtet\u00ebn n\u00eb sy dhe ta pohojm\u00eb at\u00eb:<br \/>\nN\u00ebse n\u00eb shekullin e 21-t\u00eb, Shqip\u00ebria do t\u00eb vazhdoj\u00eb t\u00eb mbetet pas vendeve t\u00eb tjer\u00eb europian\u00eb, ose do t\u00eb zhvillohet si ata, kjo, n\u00eb nj\u00eb mas\u00eb t\u00eb madhe, do t\u00eb varet nga cil\u00ebsia e arsimit q\u00eb do u ofrojn\u00eb nx\u00ebn\u00ebsve dhe student\u00ebve shqiptar\u00eb shkollat dhe universitetet tona.<br \/>\nSot, n\u00eb Shqip\u00ebri ka disa dhjetra universitete, mbi nj\u00ebqindmij\u00eb student\u00eb dhe mij\u00ebra pedagog\u00eb dhe ne s\u2019mund t\u00eb jemi aq t\u00eb paarsyesh\u00ebm sa t\u00eb presim q\u00eb t\u00eb gjith\u00eb k\u00ebta student\u00eb do t\u00eb marrin arsimin e duhur, ose do t\u00eb p\u00ebrfundojn\u00eb studimet universitare duke u specializuar m\u00eb s\u00eb miri n\u00eb profesionin e tyre, ashtu sikurse nuk mund t\u00eb presim q\u00eb t\u00eb gjith\u00eb ata mij\u00ebra pedagog\u00eb q\u00eb japin m\u00ebsim n\u00eb universitetet shqiptare, ose ata dhjetra e qindra pedagog\u00eb q\u00eb fitojn\u00eb \u00e7do vit grada dhe tituj shkencor\u00eb t\u00eb kryejn\u00eb studime origjinale dhe me vler\u00eb. Por, ne duam t\u00eb besojm\u00eb dhe presim q\u00eb sistemi t\u00eb funksionoj\u00eb, q\u00eb ai t\u00eb punoj\u00eb p\u00ebr ne, si shoq\u00ebri, dhe jo kund\u00ebr nesh. Me fjal\u00eb t\u00eb tjera, ne duam q\u00eb sistemi i arsimit t\u00eb lart\u00eb t\u2019i aft\u00ebsoj\u00eb student\u00ebt t\u00eb marrin ato dije dhe ato shprehi k\u00ebrkimi dhe pune, t\u00eb cilat jan\u00eb t\u00eb domosdoshme q\u00eb ata t\u00eb ken\u00eb sukses n\u00eb shekullin e 21-t\u00eb. Q\u00eb kjo t\u00eb ndodh\u00eb, sistemi yn\u00eb i arsimit t\u00eb lart\u00eb duhet t\u00eb jet\u00eb n\u00eb gjendje t\u00eb p\u00ebrballoj\u00eb sfidat e shekullit t\u00eb 21-t\u00eb.<br \/>\nNj\u00eb nd\u00ebr k\u00ebto sfida \u00ebsht\u00eb q\u00eb universiteti t\u00eb zhvillojn\u00eb plot\u00ebsisht kapacitetet humane dhe intelektuale t\u00eb student\u00ebve t\u00eb sot\u00ebm. Mendjet e njer\u00ebzve jan\u00eb aseti m\u00eb i madh i nj\u00eb shoq\u00ebrie dhe misioni i \u00e7do universiteti duhet t\u00eb jet\u00eb zhvillimi, p\u00ebrgatitja, stimulimi dhe frym\u00ebzimi i mendjeve t\u00eb brezit t\u00eb ri.<br \/>\nP\u00ebrfytyroni, p\u00ebr nj\u00eb \u00e7ast, potencialet e parealizuara t\u00eb k\u00ebtij brezi t\u00eb ri t\u00eb kombit ton\u00eb, n\u00eb fillim t\u00eb shekullit t\u00eb 21-t\u00eb! Sa ide kreative, sa shpikje dhe inovacione teknologjike, sa vlera dhe kontribute artistike, sa zhvillime t\u00eb r\u00ebnd\u00ebsishme p\u00ebr krijimin e nj\u00eb sistemi shoq\u00ebror m\u00eb t\u00eb drejt\u00eb humbasin pik\u00ebrisht sepse shum\u00eb nga institucionet e arsimit t\u00eb lart\u00eb n\u00eb vendin ton\u00eb nuk ofrojn\u00eb at\u00eb q\u00eb pritet prej tyre\u2014arsimin e lart\u00eb\u2014\u00e7ka edhe p\u00ebrb\u00ebn, n\u00eb fakt, arsyen e ekzistenc\u00ebs dhe misionin e tyre.<br \/>\nP\u00ebr t\u00eb p\u00ebballuar k\u00ebt\u00eb sfid\u00eb dhe p\u00ebr t\u00eb realizuar misionin e tyre, universitetet duhet jo vet\u00ebm t\u2019u jap\u00eb student\u00ebve njohuri t\u00eb thelluara bashk\u00ebkohore, por edhe t\u2019i pajisin ata me aft\u00ebsi t\u00eb tilla si, t\u00eb menduarit n\u00eb m\u00ebnyr\u00eb kritike, arsyetimi analitik, zgjidhja e problemeve, bashk\u00ebpunimi n\u00eb grup, t\u00eb qenurit i p\u00ebrgjegjsh\u00ebm etj., aft\u00ebsi t\u00eb cilat do t\u00eb k\u00ebrkohen gjithnj\u00eb m\u00eb shum\u00eb n\u00eb tregun e pun\u00ebs n\u00eb t\u00eb ardhmen. Universitetet tona duhet vazhdimisht t\u00eb preokupohen p\u00ebr at\u00eb se sa dhe \u00e7far\u00eb m\u00ebsojn\u00eb student\u00ebt n\u00eb auditor\u00ebt e tyre dhe t\u2019i rivler\u00ebsojn\u00eb e p\u00ebrmir\u00ebsojn\u00eb vazhdimisht programet e tyre m\u00ebsimor\u00eb kur shohin q\u00eb niveli i njohurive teorike dhe i shprehive praktike t\u00eb student\u00ebve \u00ebsht\u00eb i ul\u00ebt.<br \/>\nArsimi universitar, natyrisht, synon t\u2019u krijoj\u00eb t\u00eb rinjve mund\u00ebsi m\u00eb t\u00eb m\u00ebdha p\u00ebr karrier\u00eb profesionale dhe p\u00ebr mir\u00ebqenie ekonomike. Por gjetja e nj\u00eb vendi pune, ose e nj\u00eb pune q\u00eb paguhet m\u00eb mir\u00eb, nuk \u00ebsht\u00eb q\u00ebllim n\u00eb vetvete dhe as e vetmja arsye pse njer\u00ebzit k\u00ebrkojn\u00eb t\u00eb marrin arsim t\u00eb lart\u00eb. Arsimi i lart\u00eb \u00ebsht\u00eb nj\u00eb mund\u00ebsi q\u00eb i p\u00ebrgatit t\u00eb rinjt\u00eb p\u00ebr t\u00eb qen\u00eb t\u00eb sukseshsh\u00ebm n\u00eb jet\u00eb pas mbarimit t\u00eb universitetit.<br \/>\nAshtu si\u00e7 puna nuk \u00ebsht\u00eb gjith\u00e7ka n\u00eb jet\u00ebn e nj\u00eb njeriu, edhe kualifikimi p\u00ebr nj\u00eb pun\u00eb t\u00eb caktuar nuk \u00ebsht\u00eb dhe s\u2019mund t\u00eb jet\u00eb e gjith\u00eb p\u00ebrvoja q\u00eb ai fiton n\u00eb universitet.<br \/>\nP\u00ebrtej supozimit se arsimi i lart\u00eb t\u00eb siguron nj\u00eb vend pune, ajo q\u00eb gjithashtu shpreh thelbin e q\u00ebllimit, t\u00eb shpres\u00ebs dhe t\u00eb besimit tek arsimi i lart\u00eb \u00ebsht\u00eb ideja e zhvillimit ton\u00eb pozitiv intelektual dhe moral, si dhe mund\u00ebsia p\u00ebr t\u00eb p\u00ebrballuar sfida personale dhe intelektuale n\u00eb jet\u00eb, p\u00ebr t\u00eb zgjeruar shkall\u00ebn e liris\u00eb dhe p\u00ebr t\u00eb testuar kufijt\u00eb e njohjes dhe t\u00eb veprimit ton\u00eb njer\u00ebzor. Qeniet njer\u00ebzore, p\u00ebrve\u00e7se kan\u00eb nevoj\u00eb p\u00ebr pun\u00eb, kan\u00eb nevoj\u00eb edhe p\u00ebr nj\u00eb q\u00ebllim, p\u00ebr nj\u00eb kuptim mbi jet\u00ebn dhe p\u00ebr nj\u00eb perspektiv\u00eb. Dhe \u00e7\u00ebshtja nuk shtrohet n\u00ebse ne, n\u00eb kushtet e v\u00ebshtira t\u00eb shoq\u00ebris\u00eb s\u00eb sotme shqiptare, mundemi ose jo t\u00eb investojm\u00eb p\u00ebr k\u00ebto q\u00ebllime; \u00e7\u00ebshtja shtrohet n\u00ebse ne mund t\u00eb b\u00ebjm\u00eb dot pa investuar p\u00ebr to.<br \/>\nGlobalizimi gjithnj\u00eb e m\u00eb i madh i shoq\u00ebris\u00eb imponon ndryshime t\u00eb shumta e t\u00eb r\u00ebnd\u00ebsishme n\u00eb jet\u00ebn e secilit prej nesh, p\u00ebrfshir\u00eb edhe m\u00ebnyr\u00ebn se si ne arsimohemi dhe edukohemi. Var\u00ebsia jon\u00eb ndaj zhvillimeve shkencore e teknologjike \u00ebsht\u00eb b\u00ebr\u00eb m\u00eb e madhe se kurr\u00eb. Lidhjet tona me individ\u00eb t\u00eb tjer\u00eb dhe me bot\u00ebn q\u00eb na rrethon, gjithashtu, jan\u00eb b\u00ebr\u00eb shum\u00eb m\u00eb komplekse. Nj\u00eb informacion gjithnj\u00eb e m\u00eb i madh, edhe pse mjaft her\u00eb i nj\u00eb cil\u00ebsie t\u00eb dyshimt\u00eb, \u00ebsht\u00eb i disponuesh\u00ebm p\u00ebr k\u00ebdo q\u00eb ka disa njohuri minimale se si t\u00eb p\u00ebrdor\u00eb nj\u00eb PC dhe si t\u00eb navigoj\u00eb n\u00eb Internet. Kulturat e ndryshme po deterritorializohen dhe konvergohen. Nj\u00eb mas\u00eb gjithnj\u00eb e m\u00eb madhe njer\u00ebzish udh\u00ebtojn\u00eb dhe zhvendosen nga nj\u00eb rajon i globit, n\u00eb nj\u00eb tjet\u00ebr, duke krijuar marr\u00ebdh\u00ebnie t\u00eb reja me shoq\u00ebri t\u00eb tjera dhe, shpesh her\u00eb, edhe me vet kultur\u00ebn e tyre. Rreth gjysm\u00eb miliard njer\u00ebz udh\u00ebtojn\u00eb \u00e7do vit n\u00eb \u201cfshatin global\u201d t\u00eb sot\u00ebm, n\u00eb nj\u00eb bot\u00eb, e cila, si\u00e7 shprehet Thomas Friedman, \u00ebsht\u00eb reduktuar nga nj\u00eb \u201csize small\u201d, n\u00eb nj\u00eb \u201csize tiny\u201d dhe n\u00eb t\u00eb cil\u00ebn, mbi 5 triliard dollar\u00eb, pra nj\u00eb e kat\u00ebrta e pasuris\u00eb sa prodhojn\u00eb Shtetet e Bashkuara n\u00eb nj\u00eb vit, shk\u00ebmbehen n\u00eb tregjet financiar\u00eb rreth e qark globit n\u00eb nj\u00eb dit\u00eb t\u00eb vetme.<br \/>\nT\u00eb gjitha k\u00ebto zhvillime, n\u00eb nj\u00eb m\u00ebnyr\u00eb ose n\u00eb nj\u00eb tjet\u00ebr, kan\u00eb ndryshuar te \u00e7donj\u00ebri nga ne\u2014dhe te t\u00eb gjith\u00eb ne s\u00eb bashku\u2014m\u00ebnyr\u00ebn e t\u00eb kuptuarit t\u00eb bot\u00ebs, si dhe marr\u00ebdh\u00ebnien ton\u00eb me t\u00eb. K\u00ebto ndryshime kan\u00eb b\u00ebr\u00eb t\u00eb domosdosh\u00ebm transformimin thuajse t\u00eb t\u00eb gjitha institucioneve dhe sferave t\u00eb jet\u00ebs e t\u00eb veprimtaris\u00eb njer\u00ebzore, n\u00eb t\u00eb cilat b\u00ebn pjes\u00eb edhe arsimi, duke nisur nga arsimi parashkollor dhe ai fillor, deri te arsimi universitar dhe ai pasuniversitar.<br \/>\nNj\u00eb nga sfidat m\u00eb t\u00eb m\u00ebdha pedagogjike p\u00ebr universitetet tona \u00ebsht\u00eb se si mund t\u00eb adoptohet modeli linear tradicional i transmetimit t\u00eb dijes\u2015monologu i lektorit n\u00eb auditor, p\u00ebrmes t\u00eb cilit, nj\u00eb linj\u00eb e vetme mendimi kulmon n\u00eb 50 minuta n\u00eb nj\u00eb climax intelektual\u2015te nj\u00eb gjenerat\u00eb student\u00ebsh, p\u00ebr t\u00eb cil\u00ebt, pedagogu dhe teksti universitar nuk jan\u00eb m\u00eb t\u00eb vetmet burime informacioni, por t\u00eb cil\u00ebt, leht\u00ebsisht dhe brenda nj\u00eb kohe shum\u00eb t\u00eb shkurt\u00ebr, marrin sot njohuri nga nj\u00eb numur shum\u00eb i madh burimesh alternative.<br \/>\nP\u00ebrballimi i nj\u00eb sfide t\u00eb till\u00eb k\u00ebrkon v\u00ebmendjen ton\u00eb n\u00eb dy element\u00eb kryesor\u00eb: (a) P\u00ebrdorimi i m\u00ebnyrave dhe i metodave efektive t\u00eb t\u00eb m\u00ebsuarit. T\u00eb m\u00ebsuarit mekanikisht, thjesht duke memorizuar informacionin q\u00eb pedagogu jep n\u00eb auditor dhe duke ia p\u00ebrs\u00ebritur atij t\u00eb nj\u00ebjtin informacion, mund t\u00eb mjaftoj\u00eb p\u00ebr t\u00eb marr\u00eb nj\u00eb not\u00eb kaluese dhe p\u00ebr t\u00eb fituar nj\u00eb diplom\u00eb, por jo p\u00ebr t\u2019u aft\u00ebsuar n\u00eb nj\u00eb profesion t\u00eb caktuar. (b) P\u00ebrdorimi i avantazheve q\u00eb ofrojn\u00eb teknologjit\u00eb e reja t\u00eb informimit e t\u00eb komunikimit. M\u00eb par\u00eb, t\u00eb ishe nj\u00eb profesor universiteti, ose nj\u00eb pedagog, do t\u00eb thoshte (ve\u00e7 t\u00eb tjerash), q\u00eb t\u00eb kishe njohuri t\u00eb tilla, t\u00eb fituara nga leximi i librave n\u00eb bibliotek\u00eb, t\u00eb cilat ishin t\u00eb paaksesueshme p\u00ebr student\u00ebt, ose p\u00ebr publikun e gjer\u00eb. Sot, n\u00eb kushtet kur njohurit\u00eb tona teknologjike dyfishohen thuajse n\u00eb \u00e7do dy vjet, nj\u00eb pjes\u00eb e k\u00ebsaj esoterica gjendet, sa hap e mbyll syt\u00eb, n\u00eb Wikipedia, n\u00eb qindra biblioteka dixhitale si, JSTOR, JURN, Google Scholar, arXiv, LexisNexis, FUSE, AULIMP, ose n\u00eb Internet Archive. Informacioni, thjesht si informacion, pra nuk \u00ebsht\u00eb m\u00eb nj\u00eb ep\u00ebrsi e arsimit t\u00eb lart\u00eb dhe as nj\u00eb privilegj vet\u00ebm i pedagog\u00ebve. Madje, nj\u00eb numur gjithnj\u00eb e m\u00eb i madh m\u00ebsuesish e pedagog\u00ebsh jan\u00eb sot gjithnj\u00eb e m\u00eb t\u00eb pasigurt p\u00ebr dijet dhe aft\u00ebsit\u00eb e tyre dhe, ipso facto, t\u00eb paaft\u00eb p\u00ebr t\u00eb orientuar dhe ndihmuar zhvillimin intelektual e profesional t\u00eb student\u00ebve t\u00eb tyre.<br \/>\nN\u00eb dit\u00ebt tona, aspekte t\u00eb ve\u00e7ant\u00eb t\u00eb funksionit tradicional t\u00eb shkoll\u00ebs si nj\u00eb agjent p\u00ebr p\u00ebrhapjen e dijes, n\u00eb nj\u00eb mas\u00eb t\u00eb madhe, jan\u00eb z\u00ebvend\u00ebsuar nga Interneti. Interneti \u00ebsht\u00eb b\u00ebr\u00eb pjes\u00eb integrale e jet\u00ebs n\u00eb shekullin e 21-t\u00eb, nj\u00eb hap\u00ebsir\u00eb n\u00eb t\u00eb cil\u00ebn individi i sot\u00ebm punon, luan, komunikon dhe m\u00ebson. N\u00eb nj\u00eb kuptim real t\u00eb fjal\u00ebs, mund t\u00eb thuhet se kufiri q\u00eb ndan jet\u00ebn ton\u00eb fizike nga ajo dixhitale po b\u00ebhet i paduksh\u00ebm. Teknologjit\u00eb e reja t\u00eb informimit e t\u00eb komunikimit me koh\u00eb kan\u00eb filluar t\u2019i rivalizojn\u00eb e t\u2019i sfidojn\u00eb sistemin e arsimit t\u00eb lart\u00eb dhe metodat e vjet\u00ebruara t\u00eb m\u00ebsimdh\u00ebnies n\u00eb universitete, madje e k\u00ebrc\u00ebnojn\u00eb status quo-n\u00eb e k\u00ebtyre t\u00eb fundit.<br \/>\nP\u00ebrball\u00eb k\u00ebsaj sfide t\u00eb madhe t\u00eb shekullit t\u00eb 21-t\u00eb, fatmir\u00ebsisht, UET ka filluar t\u00eb p\u00ebrgatitet me koh\u00eb.
